Australia Bans Engineered Stone Due to Silicosis Risk: The First Global Prohibition

On 13 December 2023, Australia’s Commonwealth, state, and territory WHS ministers unanimously agreed to ban the use, supply, manufacture, and installation of engineered stone — effective 1 July 2024. This made Australia the first country in the world to prohibit an entire category of building product specifically to protect worker health. The decision was based on an unequivocal body of evidence: engineered stone workers were developing silicosis at rates far exceeding any other occupation exposed to crystalline silica.

The numbers that forced the decision: Safe Work Australia reported that engineered stone workers represented a disproportionate share of silicosis cases — in some states, over 80% of all occupational silicosis diagnoses. The average age of diagnosis was under 40. These were not retired workers with decades of exposure; these were young tradespeople, many with fewer than 10 years on the job.

How We Got Here

In 2018, a cluster of silicosis cases among young stonemasons in Queensland triggered a national audit. The findings were alarming:

  • Over 500 workers diagnosed with silicosis by 2023
  • Engineered stone containing up to 95% crystalline silica (compared to ~30% in natural granite)
  • Standard dust controls (wet cutting, ventilation) failing to reduce exposure below safe levels during dry processing
  • Accelerated silicosis — a particularly aggressive form — appearing after as little as 3-5 years of exposure

In February 2023, a coalition of unions, public health organisations, and medical experts called for a total ban. The CFMEU — Australia’s construction union — announced it would independently ban engineered stone from its worksites from July 2024, regardless of government action. WHS ministers followed with the regulatory ban in December 2023.

  1. Transition to zero-silica alternatives — The fastest-growing segment. Porcelain, sintered stone, and silica-free engineered stone products saw demand increase 300-500%.
  2. Exit the industry — Smaller shops without the capital to retool, especially in regional areas, closed or sold to competitors.
  3. Non-compliance — Illegal importation and under-the-table engineered stone work continues, particularly in residential renovations where enforcement is thinner. SWA and state regulators are actively targeting this.

The Global Precedent

Australia’s ban fundamentally changed the surface materials industry worldwide. It proved that:

  • A national government could ban a billion-dollar building product on health grounds and survive the political and trade consequences
  • The silica-free surface materials market is viable at scale
  • Worker health can drive regulatory change faster than environmental or consumer protection arguments alone

Since Australia’s ban, California, the EU, and Canada have all accelerated their own silica regulation timelines. Manufacturers who invested early in zero-silica R&D (Cosentino, Caesarstone, several Chinese factories) are now positioned to capture the global market as other jurisdictions follow Australia’s lead.

One thing most analyses miss: The Australian ban didn’t just change what products can be sold — it changed what documentation buyers demand. We now see architects, builders, and project managers requiring silica-free certification as a standard tender condition, even in jurisdictions with no ban. Australia normalised the question “is this product silica-free?” across the entire global supply chain.
